Biography

On 30 April 2018, Neil Gaughan was appointed Deputy Commissioner, in the role of Deputy Commissioner Operations.

Neil’s career with the AFP spans over 30 years with extensive operational experience in general policing and investigative roles in both the ACT Region and AFP National Operations, as well as a wealth of international exposure.

Prior to his appointment as Deputy Commissioner, Neil was the National Manager for the Organised Crime portfolio of the AFP. He championed new approaches to disrupting, dismantling and combatting serious and organised crime with a focus on strengthening partnerships across government and industry.

Previously, from February 2013 to February 2017, Neil was responsible for the Counter Terrorism (CT) portfolio of the AFP. During this time the AFP’s CT portfolio almost doubled in size as a result of the world seeing a significant increase in the global terrorist threat, primarily brought about by the emergence of ISIS.

From late 2014, the tempo of domestic CT activity increased to unprecedented levels in Australia’s history. Neil was involved in the development of contemporary Australian CT policy, contributed to national countering violent extremism strategies, championed significant legislative reform and worked collaboratively and cooperatively with regional partners to combat terrorism regionally and globally. Neil chaired the Global Leadership in Counter Terrorism Board of Governors from November 2015 to April 2017.

Prior to working in CT, Neil ran the AFP’s High Tech Crime Operations (HTCO) portfolio. During his tenure in HTCO, Neil chaired the Virtual Global Taskforce (VGT). The VGT is a global partnership of law enforcement agencies, non-government organisations and industry, working together to protect children from online child abuse and other forms of transnational child sexual exploitation.

Neil has tertiary qualifications in Public Administration, Public Policy and Risk Management.
